We designed and implemented a layered audio transcoder based on the MPEG Layer II standard to facilitate the transmission of CD quality digital audio over the Internet. The layering scheme allows the transmitter to adapt the bit rate when several receivers synchronously listen to the same MPEG compressed audio stream. The transcoding is done in the compressed domain and consumes few CPU resources.
