There are two owners of copyright in the music industry: the writer and publisher who jointly own the song, and the record company and artist who own the master recording. In order to construct an on-line server for the provision of music over the Internet, it was first necessary to obtain clearance from all parties concerned and convince them that payment could reliably be obtained for distributed material without the risk of piracy.
