Digital radio broadcasting services require new investment by both broadcasters and consumers. The challenge for government is to provide a regulatory environment that will encourage investment, innovation, service diversity, and content which will be sufficiently attractive to entice consumers to purchase new receivers. This paper explores how these objectives may be achieved for the development of digital radio broadcasting in Australia.
