If the existence of a problem can be proven by noticing the reappearance of a certain outcry from the public in the letters-to-the-editor columns of newspapers, then there exists a problem in connection with the broadcasting of music and speech to the audience so that their respective loudness is felt to be in correct balance. All broadcasters have surely received such complaints. A great deal of research to find a solution has been done, a lot has been said about this problem by conference speakers, but the problem seems unsolvable. Usually, level regulating rules for different program material have been issues, and the matter has then been forgotten.
